The problem was that Windows Update was not updating anything at all, and I assumed it was those failing KBs for Office XP, that somehow those failures were stopping Win Update from taking care of other updates. Specifically, Windows Defender was showing up as 'Failed to install', which seemed weird and a worry Well, Defender was, in fact, updating itself just fine, it doesn't necessarily use Win Update, so I don't know if that error was due to the XP errors.
