With a regular, unenchanted fishing rod you'll probably be sitting around for a while unless you get extremely lucky.
In order to up your chances of getting an enchanted book, you need to enchant your fishing rod. The former will ensure your rod's durability will deplete slower, and the latter will increase your chances of finding treasures like enchanted books while fishing. Another method is to simply go out there and explore various locations like dungeons, mineshafts, End Cities and the like.
These areas will always have a chance of carrying some enchanted books, although the chance of finding Mending specifically will be fairly low. Your best bet is to try and find desert temples, which have four chests underneath their bottom floor. There's a decent chance that at least one of the chests will have an enchanted book, so head over to your closest desert biome and start looking.
If you're looking for a more efficient method, but which requires some planning and farming, trading is a solid option. You might be lucky enough to wander into a village and find a villager with a Mending trade, but usually, you need to trade with them first to unlock better trade items. You can also start what's called a villager farm, which will supply you with a mass of newly generated villagers, which you can then trade with until you find someone with Mending.
In terms of likelihood, this is probably the best method, even if it takes some grinding. If you're close to a village, there's a chance that it will at some point become the target of a raid by Illagers. Although your first instinct might be to run away, fighting is actually better due to the rewards you can get from battling against the raiders. If you're lucky enough, the Illagers have a chance of dropping enchanted books as a reward, although this isn't the most efficient method, nor is it highly likely to happen.
Most of it is highly luck-dependent. A final location where you might sometimes stumble across a Mending book is a Woodland Mansion. These structures tend to be thousands of blocks away, however, and spawn very rarely, making them not exactly the best spot to find your Mending book. Minecraft Guide.
